Qasim (カシム Kashimu), along with Zarqa, make up Kenoh's Royal Guard, a faction of Kenoh's Army meant to guard Kenoh. They threaten the inmates of Cassandra to stay at bay after Kenshiro defeats the warden Uyghur, and tries to stop Raiga and Fuga from opening they way for him to get to Toki's cell.
