The Hong Hua Hui (紅華會 Kōkakai, lit. "Red Flower Gang") are a Chinese gang that controlled underground operations in Shanghai that were thwarted by Kenshiro Kasumi in the past. They began massacring Qing Bang members after returning to power in an attempt to lure him back from Japan.
